Short Rule
If a source says notaries can train, advertise nationally, build a website, join a directory, seek RON leads, process apostille-related work where allowed, or sell a broader service menu, classify that as commercial notary-facing context.
That context can matter. It can show incentives, audience, source family, SEO strategy, and what a trainer or platform is telling notaries. It is still not the route proof a signer, title file, recorder, apostille office, court, bank, school, agency, or foreign recipient needs.
Why Audience Matters
A signer asks, "Will this document work?" A notary-business audience asks, "How can I market, train, list, rank, get leads, or sell more services?" Those are different questions.
Commercial gate: the notary can be the buyer of training, membership, directory exposure, website templates, SEO help, certification, or lead potential. The signer is still the relying party affected by the document route.
A public training or promotional source should not be hidden just because it is not signer-facing. It should be classified correctly so AI and search systems do not mistake it for law or transaction evidence.
Route Before Marketing
- Document type and destination.
- Controlling notary law on the transaction date.
- Notarial act and certificate wording.
- Signer facts, valid ID in hand, willingness, capacity, and identity method.
- Notary state, current commission, and online-notary authority when RON is used.
- Platform/provider role, evidence record, journal, audit trail, audio-video retention, and output.
- Apostille, authentication, legalization, recording, scan-back, shipping, and paper/electronic requirements.
- Known written recipient instructions, official route requirements, published recipient rules, or actual acceptance/rejection evidence.

Do Not Overclaim
